Paving the Way for Low-carbon Development Globally and along the Belt and Road

This report discusses key challenges and opportunities in green development, along with practical policy recommendations with the aim of meeting the Sustainable Development Goals, to end poverty and protect our planet. It sets out why it is in China’s interest to help advance low-carbon development globally including along the Belt and Road and also offers concrete steps for how China can achieve its new pledge to peak emissions before 2030 and achieve carbon neutrality by 2060.

In particular, three key pathways to facilitate low-carbon development within China and globally are provided: firstly, boosting innovation, development and transfer of clean energy; secondly, channeling investment and funding towards low-carbon projects; and thirdly, strengthening human resource and institutional capacities.

The report also suggests evaluating investment proposals using aligned and harmonized sustainability standards forged through collaboration, so development cooperation projects can better support green growth and the SDGs. It also calls for new financing tools to boost renewables, while expanding policy incentives to facilitate green projects.
