Invitation for Bids on the Procurement of Consulting Services of an Implementation Supporting Agency (ISA)

The Government of the People’s Republic of China has received a grant from the Multilateral Fund of the Montreal Protocol through UNDP toward the cost of the Solvent Sector Plan for Phase-out of HCFC in Stage II, and intends to apply part of the proceeds for consulting services.


The consulting services (“the Services”) include implementation of the Solvent sector plan (phase I) and cover a three-year period from December 2017 to December 2020.


The Foreign Economic Cooperation Office affiliated to the Ministry of Environmental Protection now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as following:

1) Extensive background knowledge of the Montreal Protocol, HCFC phase-out sector plans and project implementation under the Montreal Protocol in China;

2) At least four years working experiences in Solvent sector.

3) Working experience on HCFC enterprises;

4) Cooperation experience with Chinese government or governmental organizations is highly appreciated;

5) Sufficient qualified staff build up a team for this assignment and at least three staff are needed for this assignment, including 1 member for the project implementation, 1 financial manager and 1 team leader, in which at least one team member who has extensive knowledge on the Solvent industry, process of solvent production, specification of solvent equipment, comprehensive knowledge of ODS-free solvent and Decreasing machines including safety requirements will work alongside with PMO staff in the FECO’s office when need;


The shortlisting criteria for team leader are as following:

1.        Senior engineer and higher, at least eight years working experience in chemical or solvent industry and possess senior professional skills in those fields;

2.        Familiar with HCFC project implementation and management procedures;

3.        Working experience with administration departments\association or international organizations is preferred..


The shortlisting criteria for financial manager are as following:

1.        Hands-on knowledge in managing financial accounts and preparing financial documents for audits;

2.        Familiar with the requirement of financial accounts to implement the HCFC phase-out projects;

3.        At least three years’ experience in financial management;

4.        Substantial experience on the management of project accounts, especially the projects from MLF will be preferred.

The shortlisting criteria for project staff are as following:

1.        Be capable of reading and writing in English;

2.        At least 3 years working experience in project management, or chemical industry, or environmental management.

3.         In-depth knowledge in solvent and cleaning equipment;

4.        The working experience in in cooperation with administrative departments, associations, or international organizations is preferred;

A Consultant will be selected in accordance with examine both technical and financial proposal method, the procedure in details please refer to the request for proposals.
