Carsten Germer

Biography 

Mr. Carsten Germer has more than 20 years working experience in Africa, South East Asia and Europe and has worked on Global Environment Facility projects for UNDP China and UNDP Bulgaria in various capacities. He is well versed in project formulation and evaluation mainly in the areas of Nature Resource and Protected Areas Management, Climate Change Adaptation, Low Carbon Development and Sustainable Development. He heads up UNDP China’s environment portfolio working with 14 highly qualified programme staff managing more than 30 projects in the areas of Phase-out of Ozone Depleting Substances and Chemical Pollutants, Biodiversity and Ecosystem Protection, Climate Change Mitigation and Alternative Energy and Livelihoods. While at UNDP China, Mr. Germer has also assisted in the pioneering work towards establishing UNDP as a main South-South collaboration broker.

Liu Yi

Area of Expertise

Biography 

Ms. Liu Yi has been the National Coordinator of Global Environment Facility Small Grants Programme in China since 2009, which supports CSOs’ activities that conserve and restore the environment while enhancing people's well-being and livelihoods. With 17 years experience in the field of environmental protection, she is the first National Coordinator who started this programme in China and leads this programme to become a flagship in SGP family globally. Her work field covers biodiversity, climate change mitigation, land degradation, international waters and chemical management.  Recently, her work has drawn attention from mainstream media. China Weekly made a feature on the Global Environment Facility Small Grants Programme China and Ms. Liu Yi was reported as one of the characters who drive social improvement.

Zhang Weidong

Biography 

Currently serving as Programme Manager with UNDP China, Dr. Zhang Weidong is in charge of developing and implementing projects related to water resources management, sustainable livelihood, and Climate Change adaptation and mitigation, in partnership with both governments and private sector. Developing capacities for climate change in China, he has been involved in implementing projects in partnership with National Development and Reform Commission (NDRC); he has also been involved in creating Greenhouse Gas inventories and registry systems for emissions trading in China, as well as implementing two phases for promoting the commercialization of Fuel-Cell Bus. He is involved in the design and implementation of the 3rd phase of the FCV project. Zhag Weidong is now advocating a shift to a Hydrogen Economy and eventually a Hydrogen Society in China. Actively promoting UNDP Public-Private Partnerships, he leads a flagship programme in partnership with the Ministry of Water Resources, Ministry of Commerce, and Coca-Cola Greater China in addressing water related issues in China. He is also leading a flagship programme in partnership with Ministry of Environmental Protection, and National Energy Administration in promoting the use of biomass energy.

Liu Shijun

Biography

Ms Liu Shijun joined UNDP China as Programme Manager for Climate Change of Energy & Environment Team in March 2008. Since joining, she has managed a huge portfolio in the field of climate change with special focus on Renewable Energy, Energy Efficiency and Clean Development Mechanism. She is also responsible for formulation and evaluation of related programmes and for providing advice to UNDP and its partners. Ms. Liu has had a long and fruitful working experience in the area of climate change mitigation.

  • From 2005 to 2007, she worked as programme manager in Chinese Renewable Energy Industries Association.
  • Prior to joining UNDP, she worked as programme officer for Germany International Cooperation, Beijing Office.

Zhao Xinhua

Biography

Ms. Zhao Xinhua has been serving in Energy and Environment Team of UNDP China since 2007. She supports and oversees the financial management of the Ecosystems and Natural Resources management portfolio as Programme Associate. Prior to joining UNDP China, Ms. Zhao had worked with Foreign Economic Cooperation Office (FECO) of Ministry of Environmental Protection (MEP) for over six years as a Project Officer in Climate Change Cluster of Project Management Division IV.

Dr. Ma Chaode

Biography  

Dr. Ma joined UNDP China in 2011, and supervises UNDP’s biodiversity conservation and ecosystem services programmes, as well as the UNDP international waters programme. He plays leading roles in most biodiversity programmes in China delegated by the Ministry of Finance (MOF) of The PRC, cooperating with international agencies such as World Bank, FAO, CI, and national ministries including MEP, SFA, MOA, SOA, AQSIQ and 10 provinces. He has managed GEF Programmes with collective funding over 50 million USD in recent years. Dr. Ma is also a Lecturing Expert on Goal 14 and 15 of UNDP on Agenda 2030/Sustainable Development Goals, and is the author of more than 30 publications and reports.

Zhu Rouqi

Biography

Ms. Zhu Ruoqi joined UNDP China in 2014. She works in the Environment and Energy Team as their communication focal point, responsible for overseeing all communications and related coordination tasks for the 30 ongoing environment projects. She works with project staff to develop contents including project success stories, news articles, publications as well as social media write-ups, to highlight the project results and progress. In addition, she also supports programme development, particularly under the Renewable Energy & Alternative Livelihoods portfolio, with a focus on promoting Hydrogen and other clean-energy based technical solutions.

  • Master’s Degree in Journalism and Mass Communication, University of Georgia, United States.
  • Prior to her current position, Zhu Ruoqi worked in a newspaper as a journalist. 

Dan Li

Biography

Ms. Li Dan works as a programme assistant for the Energy and Environment Team. Her major responsibility is assisting the programme manager in programme implementation, as well as financial and administrative management of the programme. Before joining UNDP, she worked as a project officer for ADB projects.

Hong Yun

Biography

Hong Yun is currently programme manager for …, , currently working on the management of MP projects in the commercial and industrial refrigeration (ICR) and solvent sectors, in cooperation with national implementing agencies, industrial associations, manufacturers and other stakeholders. The main purpose of the projects is to phase out Ozone depleting substances (ODS), such as CFCs and HCFCs, consumed in those sectors. Mr Yun has many years experiences in the project management, especially concerning environmental international cooperation, including working on international and multilateral environmental agreements (MEAs) such as the Montreal Protocol.

Fan Shuhua

Area of Expertise

Biography

Ms. Fan Shuhua provides efficient and effective support to project managers under the natural resources management portfolio and livelihood portfolio. She supports collection of background information for formulation of new programmes, as well as reviewing project documents, and providing support on budget planning and proposals on implementation arrangements. She also supports project implementation by reviewing annual work plans and financial reports, and preparing annual financial reports to key donors. Further support includes training and advising new Project Assistants. Through years of collaboration donors including the EU, Norwegian, Danish, Macau, and local governments, GEF, private sectors and implementing agencies, Ms. Fan has ensured a very solid working relationship with all stakeholders. She has also provided stakeholders with strong support and guidance on new project development, formulating project management procedures with technical quality. Ms. Fan as one of the few in the office to have ensured agreements with the implementing agencies of 9 projects, including UNDP’s Direct Project Cost (DPC) into the project’s work-plans. She has also been instrumental in outlining the basic functions and modalities for UNDP service provisions to new UNDP projects.

Teng Yue

Biography:

Ms. Teng Yue has more than 10 years working experience on Global Environment Facility and Montreal Protocol projects for UNDP China, acting in various capacities. She has experience in different stages of the project design and project implementation and evaluation, mainly in the areas of Climate Change Mitigation, Low Carbon Development and Sustainable Development. She serves as Project Coordination Officer for UNDP China’s energy and environment team, mainly focusing on Montreal Protocol Portfolio and private sector partnerships.

Yang Han

Biography

Trained to be a development practitioner, Ms. Yang Han is passionate about development work in various thematic fields. At UNDP China, she is responsible for the overall management of the chemicals portfolio, including idea identification, project formulation, project implementation and partnership building. As a project management staff member, she strives hard to break away from conventions and integrate innovation, human welfare and public engagement into chemicals projects. Her vision is to transform traditionally technical chemicals projects to be comprehensible for both decision makers and the general public, and ultimately reduce chemical pollutants via a combination of top-down and bottom-up approaches.
