On 8 January 2016, the Measures on the Management of Turn-key Foreign Technical Assistance Projects (Draft) (No. 3 MOFCOM Circular, 2015) and the Measures on the Management of Foreign Technical Assistance Projects Management (Draft) (No. 5 MOFCOM Circular, 2015) came into effect. In the meantime, the Measures on the Management of Turn-key Foreign Technical Assistance Projects (draft) (No. 18 MOFCOM Circular, 2008) and the Measures on the Safe Production Management of Turn-key Foreign Assistance Projects (draft) (No. 15 MOFCOM Circular, 2006) are expired. Compared to the expired measures, these two new measures provide more detailed operational and technical management procedures for China’s foreign aid turn-key projects and technical assistance projects, respectively. The released of the two measures presents a significant step in managing China’s growing foreign aid portfolio in a more structural and transparent way.

In light of the significance of these two measures, UNDP China has prepared the English translation for information-sharing, and this is not an official Chinese Government document.
